II. PUBLIC COMMENT
This time is set aside for persons wishing to address the board on matters
not on the agenda. Speakers will be limited to five minutes. The board
chair reserves the right to further limit or exclude repetitious or irrelevant
presentations. If written material is included, 20 three-hole-punched
copies of all information to be distributed to board members should be
given to the Recorder prior to the meeting. Action will not be taken at
this meeting on citizen comments. The board, however, after hearing from
interested citizens, may place items on a future agenda so proper notice
may be given to all interested parties. If no one wishes to comment, the
next scheduled agenda item will be considered.

Stipulated Order
1. Network Connectors
Inc., assessment of $1,000 civil penalty for making an installation without
an electrical contractor's license in Gresham.
Egregious Violator
2. Walter Steinbrook,
assessment of $12,000 civil penalty for making new installations of electrical
power wiring and products, in conjunction with the construction of an
apartment, for connection to an electrical power source without a permit
in McMinnville.
Repeat Violators
3. Brian Keliher, assessment
of $4,000 civil penalty for failure to perform the duties of a general
signing supervising electrician to ensure proper licensing of an individual
installing electrical conductors in conjunction with recessed lighting
fixtures in Portland.
4. West Side Electric
Company, Inc., assessment of $2,000 for making an installation without
a permit in Portland.
5. Bruce Hughes, assessment
of $2,000 civil penalty for failure to perform the duties of a general
signing supervising electrician to ensure permits were purchased and signed
prior to work performed in Klamath Falls.

Company, withdrawal of penalty assessed.

VIII. ANNOUNCEMENTS
The Electrical and Elevator Board Policy Committee will meet following
the board meeting.
The August 28, 2003, Electrical and Elevator Board Meeting and Policy
Committee meeting has been canceled. The date of the next scheduled Board
meeting and Policy Committee meeting is Thursday, September 23, 2003,
9:30 a.m., at the division office in Salem.
