The purpose of the RV Repair Operation Program is to assure that
alterations, repairs, or conversions of or to recreational vehicles
(RVs) or RV equipment are made according to the codes and standards
adopted by the division and are inspected accordingly.
Individuals or businesses engaged in the business of performing
certain types of repairs - regulated repairs on RV or RV
equipment must choose to become certified by the division as a repair
operation or to have each regulated repair inspected by the
division.
A regulated repair is not the typical repair or replacement of
existing parts and components. Regulated repairs are alterations,
repairs, or conversions regulated by the same codes and standards
used in Oregon, and throughout the U.S. and Canada for the manufacture
or conversion of recreational vehicles.
The following are not considered regulated repairs:
- Minor repairs with approved component parts.
- Conversion of listed fuel burning appliances in accordance with
the listing.
- Adjustment and maintenance of equipment.
- Replacement of equipment or accessories of "like kind."
- Installation of optional appliances, equipment, or accessories
where the manufacturer has provided pre-plumbing or electrical
wiring.
To become a certified repair operation, individuals or businesses
must register with the division, submit a quality assurance manual,
and employ at least one division approved quality assurance technician.
See the application for registration form, RV plan application form
(used for submitting quality assurance manuals) and a sample quality
assurance manual below.

Division approved quality assurance technicians perform inspections
of regulated repairs according to the repair operation's approved
quality assurance manual and apply insignia of compliance near the
completed regulated repair.
Individuals seeking to become division approved quality assurance
technicians should contact the division for detailed information
regarding the approval process. Individuals are tested on their
knowledge of the codes and standards concerning regulated repairs.
Only repair operations that are registered may perform regulated
repairs, but must request a division inspection of the repair. Division
inspectors will perform a visual inspection and apply an insignia
of compliance if the repair meets the minimum safety standards.
