Program Facts

The 2013 Oregon Legislature passed a series of bills that impacted how inspectors are trained and obtain their continuing education classes. Building Codes Division (BCD) is taking a more direct role in providing both the training and continuing education of inspectors. The division created the Training Program, which is responsible for developing and providing training for Building Officials and inspectors. BCD has filed administrative rules to change the training process for inspectors. In order to assist building officials and inspectors meet the new state code-change training requirements, BCD has developed a new curriculum and is offering code-change classes for the electrical, energy, mechanical, plumbing, residential and structural codes.

Continuing Education Clarification
Recent inspector continuing education rule changes have prompted a number of inquiries about how to report "hours" to other certification groups. While BCD no longer tracks hours, BCD issues certificates of attendance to all course attendees, which can be used by attendees to work with these organizations to determine how BCD courses will be recognized.

These recent changes adopted by the division create a more efficient system of inspector training because the division can more closely tailor continuing education offerings to the relevant content and the needs of Oregon's building officials, inspectors and plans examiners rather than building training based on arbitrary minimum hour requirements. Some of those changes are as follows:

  • BCD no longer mandates or tracks a minimum number of continuing education training hours.
  • BCD will now deliver targeted training specific to the needs of the individual building official, inspector or plans examiner. This means that the time spent in training is tailored to the needs of the student.
  • The division now only tracks completion of the required code change and high priority training.

Code Change Classes

Code Change Class Schedule

If you have not taken the required code change class for your certifications from BCD, there are additional opportunities* for the following codes:

    • 2014 Oregon Electrical Specialty Code (OESC)
    • 2014 Oregon Mechanical Specialty Code (OMSC)
    • 2014 Oregon Plumbing Specialty Code (OPSC)
    • 2014 Oregon Residential Specialty Code (ORSC)
      (This class includes residential electrical and plumbing. Although structural and mechanical is included in this class, it is not required.)
    • 2014 Oregon Structural Specialty Code (OSSC)

*Classes are held at the Chemeketa Business Center in Salem. The class fee is $125.00

BCD has compiled a list of those who have taken 2014 code change classes. Click here to view the list. Everyone who has an inspector or plans examiners certification needs to take a code change class for each specialty code they have certification in. If you hold a residential structural or mechanical certification, a code change class is not required for the 2014 code cycle.

Class Registration Requirements

Pre-Registration: Simply complete the Registration Form and submit payment 2 weeks prior to the date of the seminar you wish to attend. Your registration will be confirmed via email once your payment has processed. Please do not email application.

Registering at the last minute? Bring your completed Registration Form to class with your payment. Note: Available seating can not be guaranteed for last minute registrations.

Oregon Inspector Certification (OIC) Class

This class is designed for those who are new to the building industry and will be working in Oregon. The class highlights roles and responsibilities of Building Officials, Inspectors and Plans Examiners.

To register for an upcoming class or to be placed on the waiting list, please email Training.BCD@state.or.us or contact Dana Fischer at 503-373-7509.

All classes are held at the Salem BCD office from 8:00 a.m. to 12:00 p.m.,
