Filing a complaint
The Division of Finance and Corporate Securities cannot act
as your attorney or give legal advice. We cannot resolve factual or contractual
disputes and will not get involved if you have hired an attorney or your complaint
is in litigation.
We will be able to help if the company or financial institution has violated
a law or regulation. In some cases, however, the action may be perfectly legal
and you will be so advised. In other cases, we will be able to provide a contact
person who can assist you.

Banking and trust companies
The Division of Finance and Corporate Securities regulates
Oregon chartered commerical banks and trust companies. For a list of all banks
and trust companies doing business in Oregon, click
here.
Federally-chartered banks are recognized by the use of "National"
or "N.A." in their names and are regulated by the Office
of the Comptroller of the Currency. Federally-chartered savings banks
are recognized by the use of "F.S.B." in their names and are regulated
by the Office
of Thrift Supervision.

Collection Agencies
The Division of Finance and Corporate Securities regulates
only the registration of collection agencies and their use of client monies.
The following information will assist you in determining which State or Federal
agency can help you resolve a complaint.
Complaints from consumers (Debtors)
If the complaint concerns fraud, contact the
Oregon Department of Justice, Consumer Fraud Unit, between 8 a.m. and noon
at the one of these numbers:

If the complaint concerns the attempt to collect, including
harassment, foul language, etc., contact the Federal Trade Commission at (877)
382-4357 between 9 a.m. and 8 p.m. or see their Web site at www.ftc.gov.
Complaints from clients of the collection agency
If the complaint concerns the misuse of client
funds, contact our office (Division of Finance and Corporate Securities) at
(503) 378-4140. Ask to speak to a financial examiner in the collection agency
program.
Contract issues between a collection agency
and its client(s) should be referred to an attorney or accountant.

Credit unions
The Division of Finance and Corporate Securities regulates
state-chartered credit unions. Federal-chartered
credit unions are recognized by the use of "Federal" in their names
and are regulated by the National Credit Union
Administration.

Broker dealers, investment advisers, and securities registration
The securities enforcement unit investigates complaints against
persons, business entities, corporations, and broker-dealers alleged to have
violated licensing, registration, or anti-fraud provisions of the Oregon Securities
Laws.
The securities enforcement unit investigates alleged violations
of Oregon securities law. We have the authority to take administrative or
civil action or make criminal referrals against persons or entities who are
alleged to have violated those laws.
