In the fall of 2011 the Building Codes Division formed the
Boiler Definitions and Minor Label Rulemaking Advisory Committee
to examine a variety of issues involving administration of
the boiler program. One of the concepts that the committee
worked on was the development of draft rules for a new boiler
Class 3A Limited Building Service Mechanic license. The concept
would allow a limited scope of Class 3 work to be performed
under the purview of one employer, without requiring the employee
to have the 2,000 hours of experience required by a Class
The Boiler Board, at its December 2011 meeting, forwarded
draft rules to public hearing. A public hearing was held in
January 2012 where several persons testified and the division
received testimony both for and against the license. Because
of these complicating factors, the division recommended that
these draft rules be placed on hold to allow for additional
research to determine whether there is a solution that can
meet everyone's needs and concerns.
The division is reconvening the committee under the name
"Boiler Class 3A License Rulemaking Advisory Committee."
The Class 3A license concept is the only issue this committee
will be working on.
