SB 713 was backed by an industry coalition as a means to expedite the permitting and plan review process.
Provisions of the Bill
The bill has three provisions:
1. Identify the resources necessary to develop a network or a system that would provide electronic access to the building codes information and services of all jurisdictions in the state. Submit
the report to the Legislature on or before January 31, 2005.
This provision is repealed on January 2, 2006.
2. Allows BCD to pilot a program would provide electronic access to the building codes information and services of all Tri-County jurisdictions. The legislature suggested that the system include,
but not be limited to:

Licensing, permit, inspection information.

Electronic permit application submissions.

Electronic issuance of minor labels.

Scheduling and tracking inspections and granting approvals.

Access to other permit and inspection processes.
BCD must submit a report about the pilot program by January 31, 2005.
This provision is repealed on January 2, 2006.
3. Exempts electronic permitting transactions from signature requirements, or the submission of handwritten materials mandated by a host of statutes covering licensing and permitting requirements.
