Requires construction contractor to immediately notify Construction Contractors Board of changes in identity, name or address of partners, joint venturers, owners, officers, managers, members, trustees or other persons controlling contractor and of responsible managing individuals for contractor. Requires that construction contractor license application include name and address of trustees if applicant is trust.

Establishes minimum energy efficiency standards for certain products. Prohibits sale or installation of products that do not meet standards. Allows Director of State Department of Energy to adopt rules in certain cases to update minimum efficiency standards. Requires director to introduce bill at Legislative Assembly to conform statutory minimum efficiency standards with rules. Requires director to apply for waiver of federal preemption in certain cases.

Relating to documents pertaining to manufactured structure ownership.

Expands information to be included on manufactured structure ownership documents issued on or after effective date of Act. Requires that notice of manufactured structure sale provided to county assessor be accompanied by documentation of tax payment or cancellation.

Directs State Department of Energy, in cooperation with Oregon Department of Administrative Services, to require that major facility projects be planned, designed, constructed and renovated to meet high performance building standards for energy efficiency and environmental sustainability. Relating to parking for persons with disabilities.

Allows local governments to provide free or unlimited parking to persons holding disabled person parking permits or displaying "Wheelchair User" placards or decals." Creates "Wheelchair User Only" accessible parking space. Directs Department of Transportation to issue "Wheelchair User" placard or decal to person who qualifies. Prohibits person from parking in parking space marked or signed "Wheelchair User Only" unless vehicle displays "Wheelchair User" placard or decal. Allows local governments to provide free or unlimited parking to persons holding disabled person parking permits or displaying "Wheelchair User" placards or decals.

Relating to housing discrimination.

Prohibits discrimination against disabled person and discrimination due to race, color, sex, marital status, source of income, familial status, religion or national origin by multiple listing service, real estate brokers' organization or other service, organization or facility relating to business of selling or renting dwellings. Requires Commissioner of Bureau of Labor and Industries to commence investigation of complaint of discrimination within 30 days after filing of complaint. Allows court trial for violation. Allows attorney fees. Imposes civil penalties. Directs commissioner and Department of Consumer and Business Services to adopt interagency agreement to coordinate referral of complaints concerning architectural barriers.

Relating to civil penalties imposed by Board of Boiler Rules.

Directs moneys received from civil penalties imposed by Board of Boiler Rules to use for administration and enforcement of laws governing boilers and pressure vessels. Applies to moneys collected on or after July 1, 2008.

Mobile Home Park/ Landlord -Tenant Law.

Prohibits tenant of manufactured dwelling park or floating home moorage from renting or leasing dwelling or home to third party for more than three days unless tenant, third party and park or moorage landlord enter into written agreement. Requires that agreement contain provision for third party to pay space rent, fees and certain utility or service charges directly to park or moorage landlord.

Gives property owner conditional right to cancel written contract for construction, improvement or repair of residential structure or zero-lot-line dwelling. Applies to new residential structures and zero-lot-line dwelling for which sale closes on or after July 1, 2008. Prohibits person licensed or required to be licensed by Construction Contractors Board from installing barrier-type insulation and finish system on new residential dwelling or, except as necessary to repair or replace previously installed system, on existing residential dwelling. Defines terms.

Imposes surcharge on permits to defray cost of administering electronic system. Sunsets January 2, 2018. Relating to electrical trade licensees.

Reduces required term of apprenticeship for limited journeyman sign electrician, limited journeyman stage electrician and Class A limited energy technician. Limits work by limited maintenance electrician to systems that are less than 600 volts phase to phase. Eliminates Class I oil module electrician's license, Class II oil module electrician's license, limited journeyman railroad electrician license and limited journeyman industrial electrician license. Provides that eliminated licenses in effect on effective date of Act expire at end of license term and may not be renewed.
