2010 Oregon Energy Efficiency Specialty Code (OEESC) (Free - read-only)

Oregon's energy commercial energy code, the 2010 OEESC, is now a stand-alone code. The 2010 OEESC takes the place of Chapter 13 in the Oregon Structural Specialty Code (OSSC).

Effective date: July 1, 2010

Included a phase-in period, from July 1, 2010 to September 30, 2010, during which time building officials could allow the use of either the 2010 OEESC or Chapter 13 in the 2007 Oregon Structural Specialty Code (OSSC).

OEESC Compliance COMcheck

The COMcheck software/program, using the Oregon code selection, is used to demonstrate compliance with the 2010 OEESC. The forms generated by the software can be submitted for demonstration of compliance for both the Prescriptive and Simplified Trade-Off paths. Under the WBA path, Simplified Trade-off forms should be included to demonstrate the differences between the design building and a compliant building. Forms may be submitted electronically (verify with your jurisdiction).

3 ways to demonstrate compliance with 2010 OEESC:

1. Prescriptive Path
   Complete and submit COMcheck forms to local jurisdiction
   
2. Simplified Trade-Off
   Complete and submit COMcheck forms to local jurisdiction
   
3. Whole Building Approach (WBA)
   Instruction on using Whole building approach (WBA) to demonstrate compliance with 2010 OEESC

Beginning Instructions for COMcheck. See the Training and Additional Resources links below for complete instructions and help:

• Download latest version of COMcheck at energycodes.gov. Select operating system, either Windows, Mac, or Linux
• Select a "New Project" or open a saved file
• Select "Oregon" from the Code pull-down menu (under the State Codes section)
• Select your Project Type (new construction, addition or alteration)
  
• Use the Project Details Notes as needed to clarify project details (non-typical conditions, separate application for Envelope, Lighting or Mechanical)

  Figure 1 (page 2) provides guidance for what ducts receive insulation or not and whether the duct is in unconditioned space (R-5: Items 3, 5, 6, 13, 14; items 9, 10, 11 if not meeting Section 503.2.7, Exception 2) or exterior to the building (R-8: Item 4).
