Purpose of Code Forums.

The purpose of the forums is to raise and clarify code issues of regional concern, to discuss code applications that are inconsistently applied throughout the tri-county region, to educate, and to answer code questions. Code forums deal with non-site specific issues only.

 

In the Tri-County region the forums include interested parties from industry and building departments in the discussion, bring issues of concern and practices that are inconsistent throughout the region to the table, and to come to consensus on best or prevailing practices. Contractors and building departments in the tri-county area will use the results of the forum discussions as a baseline standard for installations and inspections.

 

Step-by-step explanation of the forum concept

  1. Regional forums to discuss and resolve code application inconsistencies and to educate contractors and inspectors on currently accepted applications of the code.
  2. Each forum includes a "Code Forum Panel," which is a group of local government and industry experts who facilitate the forum discussions.
  3. BCD invites all interested parties to the forums, and provides information about forum schedules and agenda to the media, local governments, and industry associations.
  4. Any participant may suggest agenda topics.
  5. Forums convene.
  6. The code forum panels may also meet outside of the regional forums to discuss thornier issues, and to draft technical advisories for review by the code chief. (Code panels do not issue their own technical advisories, but may recommend and draft a technical advisory for review by the BCD Code Chief.)
  7. Interpretation and policy issues are forwarded to BCD to handle through a state process.
  8. The Tri-County Service Center distributes minutes from the forums to building departments, contractors and other interested parties, and posts the information to the BCD web site.
  9. Building departments use forum minutes as a tri-county standard.
 
Code Forums and Panel Members

There are five ongoing code forum groups: Plumbing, Electrical, Commercial Building, Mechanical, and One- and Two-family Dwelling. Each forum consists of core panel members, representing a diversity of industry and local government membership.. Code forum panel members are responsible for working with the Tri-County Service Center to develop forum agendas, respond to questions, conduct appropriate training, and attend the code forum meetings.

 
How will this process facilitate the consistent application of code in the Tri-County region?
· Contractors will have an avenue to bring up issues and areas of inconsistency throughout the region.
· Issues will be clarified through a discussion of regional experts.
· Information from the code forums is communicated to contractors and jurisdictions.
· All jurisdictions adopt forum minutes and BCD Technical Advisories as the Tri-County standard of code application.
· Policy issues involve BCD and take into consideration a statewide perspective.
