1102A - Definitions
PRE-KINDERGARTEN SCHOOL. A school which serves children
from infancy up to but not including kindergarten.
ELEMENTARY SCHOOL. A school which serves grades kindergarten
through six.
1103.2.2A Curb Ramps. See Section 1109.7.2A
1103.2.4.4A Passing Space. Passing spaces shall be
provided 74 inches (I879 mm) wide and no more than 100 ft (30 m)
apart.
Parking and Passenger Loading Zones

1109.2A - SPACE ALLOWANCES AND REACH RANGES
1109.2.1A Wheelchair Passage Width. The minimum clear
width for single wheelchair passage shall be 44 inches (1118 mm).
1109.2.2A Width of Wheelchair Passing. The minimum
clear width for two wheelchairs to pass shall be 86 inches (2235
mm).
1109.2.3.5A Forward Reach. The maximum high forward
reach shall be 36 inches (914 mm) and the minimum low forward reach
shall be 20 inches (508 mm). High forward reach over an obstruction
is not allowed.
1109.2.3.6A Side Reach. The maximum high side reach
shall be 36 inches (914 mm) and the minimum low side reach shall
be 20 inches (508 mm). High side reach over an obstruction is not
allowed.
1109.3 - CONTROLS AND HARDWARE
1109.3.1 Operation. The force required to activate
such equipment shall be no greater than 3 lb.
1109.3.2 Mounting Heights. The highest operable part
of all controls, dispensers, receptacles, and other operable equipment
shall be no higher than 36 inches (914mm) and no lower than 20 inches
(508mm) above the finished floor.
1109.4A - ACCESSIBLE ROUTE
1109.4.1A Width. The minimum clear width of an accessible
route shall be 44 inches (1118 mm) or 88 inches (2235 mm) in situations
where wheelchairs must pass.
1109.4.6A Surface Textures. All surfaces in an accessible
route shall comply with OSSC 1109.6.
1109.5A PROTRUDING OBJECTS. Any wall or post-mounted
projection 4 inches (102 mm) or greater shall extend to the floor.
See Fig. 8A(a). Any wall
or post-mounted object extending more than 1 inch (25 mm) from the
wall and located less than 30 inches (762 mm) above the floor level
must extend to the floor. See
Fig. 8A(b).
1109.6A - GROUND AND FLOOR SURFACES
1109.6.1A General. Paved and hard surfaces of all
accessible routes and use areas shall be of an even surface.
1109.6.2A Carpet. The maximum pile height shall be
1/4 inch (6mm) in one direction.
1109.6.4A Grates. Grates located in walking surfaces
shall have spaces no greater the 1/4 inch (6mm) in one direction.
1109.7A - RAMPS
1109.7.2A Slope and Rise. The maximum slope of a ramp
shall be 1 unit vertical in 16 units horizontal. The maximum rise
for any run shall be 20 inches (508 mm).
1109.7.4A Clear Width. The minimum clear width of
ramps shall be 44 inches (1118 mm). The minimum clearance width
for two wheelchairs to pass shall be 88 inches (2235 mm).
1109.7.5A Landings. When a turn into vehicular traffic
is required at the bottom of a ramp, the turn must be located beyond
the 72 inches (1829 mm) clear landing.
1109.7.6A Handrails. The top of handrail gripping
surfaces shall be mounted between 16 inches (406 mm) (pre-kindergarten)
and 26 inches (660 mm) (elementary). All other installations shall
be mounted between 30 inches (762 mm) and 34 inches (864 mm) above
ramp surfaces.
1109.8A - STAIRS
1109.8.6A Hand rails. A second handrail shall be provided
with gripping surfaces mounted between 16 inches (406mm) (pre-kindergarten)
and 26 inches (660 mm) (elementary).
1109.8.7A Detectable Warnings at Stairs. A combination
of two or more different types of warnings shall be provided, extending
a minimum of 36 inches (914 mm) from the top nosing. Detectable
warnings shall contrast from the adjacent walkway surfaces through
the use of sound, resilience, texture and/or inclined surfaces as
warning cues. Physical barriers such as gates, doors, or ballard?s
should be used on exterior stairs to prevent wheelchair access to
the stair.
1109.9A - DOORS
1109.9.5A Thresholds at Doorways. Thresholds at all
external doorways shall not exceed 1/2 inch (13 mm).
1109.9.8A Door Hardware. Hardware for accessible doors
shall be mounted no higher than 30 to 34 inches (762 to 864 mm)
above, the floor. If the hardware is a panic bar, it shall be mounted
30 to 36 inches (762 to 914 mm) above the floor.
1109.9.9A Door Opening Force. The maximum force for
pushing or pulling open a door shall be as follows:
Pre-kindergarten: 3 lbs.
Kindergarten and older: 5 lbs.
1109.10.3A - TOILET STALLS
1109.10.3.2A Toe Clearance. In standard stalls, the
front partition and at least one side partition shall provide a
toe clearance above the floor of at least 9 inches (229mm) for pre-kindergarten
and up to 12 inches (305 mm) for kindergarten and subsequent grade
levels.
1109.10.5A - WATER CLOSETS
1109.10.5.1A Clear Floor Space In addition to the
approach requirements of OSSC 1109.10.5.1, the lateral distance
from the center line of the water closet to the wall on which the
side grab bar is mounted shall be;
Pre-kindergarten: 11 inches (279 mm).
Kindergarten to third grade: 11 to 15 inches
(279 to 381 mm).
Fourth grade and older: 15 to 18 inches
(381 to 457 mm).
1109.10.5.2A Height The height of water closets shall
be measured to the top of the toilet seat (see Fig.
29A):
Pre-kindergarten: 11-1/2 to 12-1/2
inches (292 to 218 mm)
Kindergarten to third grade: 12 to l5 inches
(305 to 381 mm)
Fourth grade and older: 15 to 17 inches
(381 to 432 mm)
1109.10.5.3A Grab Bars. The top of grab bars shall
be mounted above and parallel to the floor as follows:
Pre-kindergarten: 18 to 20 inches (457
to 508 mm)
Kindergarten to third grade: 20 to 25 inches
(508 to 635 mm)
Fourth grade and older: 25 to 27 inches
(635 to 686 mm)
Note: A grab bar mounted behind the water closet
will likely not work and is not recommended. If installed however,
the back bar should be mounted at the lowest height which permits
free hand movement along the grab bar.
Nominal diameter of grab bars shall be:
Pre-kindergarten: 1 inch (25 mm).
All others: 1 to 1-1/4 inches (25 to 32
mm).
1109.10.5.4A. Flush Controls. Flush controls shall
be hand operated or automatic and be mounted for use from the wide
side of the water closet area and not more than 20 to 30 inches
(508 to 762 mm) above the floor.
1109.10.5.5A Dispensers. Toilet paper dispensers shall
be installed above the finished floor, on center, as follows:
Pre-kindergarten: 14 inches (356 mm)
Kindergarten to the third grade: 14 to 17 inches
(356 to 432 mm)
Fourth grade and older: 17 to 19 inches
(432 to 483 mm)
The leading edge of the dispenser shall be parallel
to the front of the bowl (see Fig.
29A).
1109.10.6A URINALS. Urinals shall be stall-type, or
wall-hung with an elongated rim at a maximum of 14 inches (356 mm)
above the floor.
Flush controls shall be mounted no more than 30 inches
(762 mm) above the floor.
1109.10.7A - LAVATORIES AND MIRRORS
1109.10.7.1A Lavatory Clear Floor Space. A clear floor
space of 36 inches by 55 inches (914 by 1397 mm) shall be provided
in front of a lavatory to allow forward approach. Clear floor space
shall not have a slope steeper than 1 unit vertical in 50 units
horizontal. When lavatory faucets are provided on the side of the
rim or counter surface, 32 inches (813 mm) clear space shall be
provided on the side upon which the faucet is mounted.
1109.10.7.2A Height and Clearance. Lavatories shall
be mounted with the rim or counter surface no higher than 30 inches
(762 mm) above the finished floor. A clearance of at least 27 inches
(686 mm) shall be provided from the floor to the bottom of the lavatory
or apron. Knee and toe clearance shall comply with Fig.
31A. It is recommended that where two or more lavatories are
provided in facilities for pre-kindergarten children, one lavatory
with the top surface no higher than 22 inches (559 mm) above the
floor be provided.
1109.10.7.5A Lavatory Faucets. Lever or push-button
faucets shall be mounted on the face of the front apron or on the
rim or counter surface no greater than 14 inches (356 mm) from the
leading edge of the front apron. Alternatively, electronic controls
may be provided.
1109.10.8A MIRRORS. Mirrors shall be mounted over
the lavatory with the bottom edge of the reflecting surface no higher
than 34 inches (787 mm) above the floor or at the lowest mounting
height permitted by fixtures and related elements. (See Fig.
31A). If mirrors are provided, a full length mirror shall be
provided with the bottom edge no higher than 18 inches (457 mm)
above the floor and no less than 30 inches (762 mm) in length.
1109.10.10A - SHOWER STALLS
1109.10.10.3A Seat If provided, the shower seat shall
be mounted 12 to 17 inches (305 to 432 mm) from the bathroom floor
and stall extended the full depth of the stall. (See Fig.
37A)
1109.10.10.6A Controls. Faucets and other controls
in shower stalls shall be located as shown in Fig.
37A (i.e., at a maximum height of 36 inches {914 mm}).
1109.11.3A - SINKS
1109.11.3.2A Height. Sinks shall be mounted with the
counter or rim no higher than 30 inches (762 mm) above the finish
floor.
1109.11.3.3A Knee Clearance. Knee clearance that is
at least 24 inches (610 mm) high, 17 inches (432 mm) deep and 36
inches (914 mm) wide shall be provided underneath sinks.
1109.11.3.5A Clear floor space. A clear floor space
at least 32 inches (813mm) shall be provided on the side upon which
the faucet is mounted.
1109.11.3.7A Faucets. Faucets shall be mounted on
the side of the rim or counter surface 15 inches (381 mm) from the
front edge.
1109.12A - DRINKING FOUNTAINS AND WATER COOLERS
1109.12.2A Clearance
Wall and post-mounted cantilevered units shall have
a knee space between the bottom of the apron and the floor or ground
a minimum of 24 inches (610 mm) high, 17 inches (432 mm) deep and
36 inches (914 mm) to the sides of the recess.
1109.12.3A Spout Height. Spouts on drinking fountains
and water coolers shall be no higher then 30 inches (762 mm), measured
from the floor or ground surfaces to the spout toilet. (See Fig.
27A).
Note: Placement at the children's height requirement
will also meet the adult height requirements in spaces used by both
children and adults.
1109.12.4A Fountain controls
Controls shall be push bar, electronic, or hand held
operable. The push bar shall be front or front and side mounted.
1109.13A - TELEPHONES
1109.13.2A Height. The highest operable part of the
telephone shall be 36 inches (914mm) above the floor. See Fig.
44A.
1109.15A - SIGNAGE
1109.15.1A General. Two or more types of signs shall
be provided.
1109.15.2A Talking signs. Talking signs, or interactive
computers shall be considered auditory signage.
1109.15.3A Mounting Height. Signs shall be mounted
at a height no higher than 48 inches (1219mm) to the sign centerline
above the floor.
1109.17A - STORAGE, SHELVING AND DISPLAY UNITS
1109.17.2A Height. Accessible shelves and hooks in
storage space shall be a maximum of 36 inches (914 mm) above the
floor (See Fig. 38A). Adjustable height
shelving and storage is recommended.
1109.18A SEATING, TABLES, AND WORK SURFACES
1109.18.1A Seating. Chairs shall have backs and arms
and have the following heights:
Pre-kindergarten: 8 to 12 inches (203
to 305mm)
Kindergarten and older: 12 to 17 inches (305
to 432 mm)
1109.18.2A Knee Clearances. Knee spaces at tables,
counters, and work surfaces shall have clear knee space 24 inches
(610mm) high, and 24 inches (610mm) deep and 30 inches (760mm) wide.
Wherever possible, adjustable height work surfaces shall be provided.
1109.18.3A Height of Work Surfaces. The tops of tables
and work surfaces shall be a maximum of 2 inches (51 mm) higher
than the upper end of the knee clearance range from the floor and
ground. Where possible, adjustable height work surfaces shall be
provided.
1109.21A - RESTAURANTS AND CAFETERIAS
1109.21.2A Food Service Lines
1109.21.2.1A Tray Slides. Tray slides be mounted no
higher than 30 inches (726mm) above the floor. See Fig. 53A. The
maximum forward/side reach by children for food service in a staffed
service line is 15 inches (381 mm) from the leading edge of the
tray slide. If self service shelves are provided, 5% but not less
than one of each type in a self service line shall be at or above
the counter in the reach ranges.
1109.21.2.4A Tableware and condiment areas. Tableware,
dishware, condiment, food and beverage display shelves, and dispensing
devices shall be installed in compliance with Fig.
54A.
1109.24 LIBRARIES
1109.24.2 Check-out areas.
Accessible work surfaces in check-out areas shall
be a maximum of 30 inches (762mm) above the floor.
1109.24.3 Card Catalog.
1109.24.3.1 Aisles. Aisles between card catalogs,
magazine displays, dictionary stands, or reference stacks shall
be a minimum of 44 inches (1118mm) wide. See Fig.
55A.
Height. Card catalogs, magazine displays, or reference
stacks reach height shall be 36 inches (914mm).
1113.3.3.2A RAMPS - ALTERATIONS. In an alteration,
if a 1 unit vertical in 16 units horizontal ramp is technically
infeasible, a maximum slope of 1 in 12 shall be allowed if the level
change does not exceed 6 inches (152 mm)
1113.3.7.2A STALL SIZE ? ALTERATIONS.
A stall which is 36 inches (915mm) wide shall not
be used.
CHAPTER 30 - ELEVATORS
3003.4.6.1A - HALL CALL BUTTONS- Call buttons in elevator
lobbies and halls, shall be at a maximum height of 36 inches (914
mm) above the floor to the top of upper button (see Fig. 20A). Call
buttons shall be a minimum of I -1/2 to 2 inches (38 to 51 mm) diameter
and a minimum of 1 inch (25 mm) apart. The "up" button shall be
on top.
Raised Characters on Hoistway. At hoistway entrances,
the centerline shall be 36 to 48 inches (914 to 1219 mm) above the
floor.
3003.4.8 - CAR CONTROLS. All floor buttons shall be
no higher the 36 inches (914 mm) above the floor. Emergency controls,
including the emergency alarm and emergency stop, shall be grouped
at the bottom of the panel and shall have their centerlines no less
than 24 to 30 inches (610 to 762 mm) above the floor (See Fig.
23A).
3003.4.10 - EMERGENCY COMMUNICATIONS. The highest
operable part of a two-way communications system shall be a maximum
of 36 inches (914 mm) from the floor of the car. It shall be identified
by a raised symbol and lettering complying with OSSC Sec. 1109.15.5.
and located adjacent to the device. If the system is located in
a closed compartment, the compartment door hardware shall conform
to OSSC Sec. 1109.3 (Controls and Operating Mechanisms).
