Premium Assessment Rulemaking

Part of the cost of workers’ compensation is an assessment on workers’ compensation premium. This assessment pays for the state costs of running the program. The Department of Consumer and Business Services sets the assessment through annual rulemaking. This page offers information on that rulemaking, including the 1:30 p.m. Sept. 20 public hearing in Room F of the Labor and Industries Building in downtown Salem.

Workers’ Benefit Fund Assessment Rulemaking

The Department of Consumer and Business Services (DCBS) is required by law to maintain an approximate 12-month fund balance in the Workers’ Benefit Fund (WBF). The current assessment rate of 2.8 cents per hour worked would cause the fund to be depleted by 2017. The DCBS director adopted an increase in the assessment to 3.3 cents in 2013.
