Provider Network Contract Registration

Registration of persons contracting with providers for delivery of health care services

Beginning Jan. 1, 2012, individuals or business entities that contract with providers or provider panels for access to health care services or discounted rates must register annually with the Department of Consumer & Business Services (DCBS). The annual registration fee is $150.

Senate Bill 634, approved by the 2011 Legislature, establishes a registration program for provider network or provider leasing arrangements. Senate Bill 634 also establishes standards for communication between third parties and provider networks and for access to the services or discounts in the event of termination of the arrangement.

The following entities are exempt from the registration requirement:

  • Insurers
  • Certified managed care organizations under 656.260
  • Discount medical plan organizations pursuant to 742.420
  • Contractors participating in the state medical assistance program

Laws governing provider network arrangements are in Sections 1 through 8, chapter 561, Oregon Laws 2011 (Enrolled Senate Bill 634). The DCBS Insurance Division adopted administrative rules to implement the registration program. These rules may be found in OAR Chapter 836, Division 200 (OAR 836-200-0250 through 836-200-0255).
