Clarifies and modifies some provisions of prior legislation (SB 89 from 2011) implementing federal health care reform. Makes changes retroactive to June 23, 2011.

Creates Central Oregon Psychiatric Prescribing Program as pilot program to allow reimbursement of mental health drug costs using capitation payment methodology.
