This is in response to your letter of December 13, 1996 to Rick Allen and fax of March 17, 1997,to David McLaughlin regarding 1910.120, "Hazardous Materials" and 437-002-0161, "MedicalServices and First Aid." We apologize for the delay in our response.


The medical provisions specified in 1910.120(q) are specific to emergency spill responseoperations, and take precedence over 437-002-0161 because they are specific to spill responseoperations.


In spill response operations, "in proximity" means on-site.The level of training necessary for medical support personnel during spill response operationswould need to be in accordance with that specified in 1910.120, as these rules are specific to spillresponse operations.
