Assessment on health premiums
House Bill 2116
The 2009 Legislature passed House
Bill 2116 instituting a 1 percent assessment on certain Oregon health premiums to fund health
insurance for uninsured children and adults. Governor Ted Kulongoski signed the bill into law
on August 4, 2009. This assessment is effective October 1, 2009. The first payment is due February
15, 2010, for the fourth quarter of 2009 (October through December).
Online premium reporting system: Each insurer will be asked to name a contact person
and a person who will act as administrator of the company's passwords for the new online system
we are designing for reporting premiums. The division will send a letter in late November to
all insurers who have authority to write health insurance requesting a contact person and administrator.
This letter will be mailed to the company's tax address. We are working to have the online
system ready for test drives in December, 2009.

Request an exemption: If your company is authorized to write health insurance but doesn't
have any premium, you must have a password and request an annual exemption. You must request
the exemption before the first filing deadline of February 15, 2010.

Out of 700 companies that are authorized for health, only about 400 wrote health insurance in
2008 in Oregon. All companies authorized for health will have to make the initial filing on February
