John L. Shilts has been the administrator of the Workers' Compensation Division (WCD) since May 2000. Before becoming administrator, John served as manager of WCD's Benefits and Policy Services Section for two years. In that role he led the division's efforts to ensure timely and appropriate delivery of benefits to injured workers and employers and provided policy development and analysis services for the department's executive staff, the workers' compensation Management-Labor Advisory Committee, and legislators.

Before joining WCD in October 1997, John worked in management positions at SAIF Corp. for 13 years, including branch claims manager, director of risk management services, and return-to-work manager.

John was also a vocational consultant with Industrial Counseling Services in Ashland, Ore., for four years. He has a master's degree in rehabilitation counseling and a bachelor's degree in psychology from San Diego State University.
